On Friday, San Angelo officials announced the appointment of Jonathan Flores as the city’s next finance director and Shani Jordan as assistant finance director.
Flores has served San Angelo since 2017 in roles including accounting manager and budget manager, and most recently as the interim finance director. As finance director, he will lead all four divisions of the department: Accounting, Budget, Billing and Receipts, and Purchasing.

His top priorities will include overseeing the city’s $200 million budget, maintaining fiscal transparency through the annual audit, and ensuring that City assets are used to advance community priorities.
Flores said, “I am grateful for the opportunity to continue serving San Angelo and its residents. I am ready to elevate my service, strengthen our financial planning efforts and ensure responsible stewardship of public resources in support of our community’s priorities.”
Shani Jordan has been with the City since 2020, initially serving as the billing and systems manager. As the Assistant Finance Director, she will oversee key functions of the department, including budgeting, accounting, and financial reporting. Her role aims to ensure organizational transparency, efficiency, and financial sustainability.
