LETTER: Rural Health Program a ‘Bailout’

Texas State Senate candidate Riley Rodriquez shares his opinion on the Rural Health Transformation Program, a federal program designed to compensate for sweeping cuts to medicaid in rural areas.

Riley Rodriquez, of Abilene, announced his candidacy for Senate District 28 last year. The seat is currently occupied by Sen. Charles Perry (R-Lubbock).

Texans in District 28 need to know what the Rural Health Transformation Program-this $280 million dollars from D.C. really is: It’s bailout for our representatives in the state legislature caused by their decisions.

In 2019, Senator Perry and Reps Darby and Lambert helped ensure the erosion effecting
our rural healthcare by passing a law allowing hospitals like Hendrick, Shannon and United
Regional to monopolize, avoiding any type of free market competition, and sticking it to rural
consumers.

Flash forward 6 years, and our state government is the recipient of one of the biggest bailouts for rural healthcare in the nation. That’s not good government. That’s a welfare
state.

I believe in a self-sufficient Texas. Not one beholden to the creatures in D.C. Monopolies are
the antithesis of a free and fair market, and the consumer pays the highest price, always.
Texans deserve better quality of care and it starts with getting a better quality of
representative.

-Riley Rodriquez, Letter to the Editor, 4 January 2026
