Many San Angelo residents are questioning a significant monthly fee that will likely be added to monthly utility bills as a right-of-way infrastructure fee.
Residential accounts will pay a flat rate of $15/month ($180/year). Combined with a 21-cent stormwater rate adjustment, the total impact on residential customers is about $15.21 a month. No property tax rate increase is paired with the fee, which officials estimate will generate approximately $10.5 million annually.
The city has created a webpage at sanangelo.gov/ROW to help residents understand the proposed right-of-way fee currently under consideration as part of the fiscal year 2026-27 budget process.
Under the current proposal commercial and other non-residential customer rates would vary based on property size and type.
Officials maintain the revenue from the proposed fee would fund maintenance of right-of-way items, including streets, curbing, sidewalks, ADA facilities (such as ramps and crosswalks), signs, signals, striping, alleys, and street lighting. These services are currently supported primarily through the City’s General Fund.
Officials say the City will maintain a clearly defined Right of Way Infrastructure Standards document that outlines the activities required to appropriately and comprehensively maintain the infrastructure. This ensures the fee is being used adequately, without overfunding the program. The fee will be reviewed and readopted annually as part of the City’s budget process.
The fee has not been adopted by the San Angelo City Council. Council will consider the proposed fee during its Sept. 9 meeting, including a first reading of the ordinance and public hearing.
