The 1.5-mile stretch of Old Christoval Road in southeast San Angelo will likely undergo major renovations soon with the aid of federal grant money.
City Council members will consider accepting a federal grant at Tuesday’s meeting, which would allow the city to begin major upgrades that have been planned for at least two years, but were awaiting funding.
Operations Director Patrick Frerich will ask the council to accept a $20M grant award from the FY26 Defense Community Infrastructure Program for the Christoval Road Reconstruction Project, which the city previously applied for to fund “infrastructure improvements supporting military bases nationwide” as the roadway borders Goodfellow AFB.
The project is part of the city’s Capital Improvements Plan and includes roadway and pedestrian upgrades all the way from Paint Rock Road to South Chadbourne Street, as well as water utility upgrades on Penrose Street.
According to information from city staff, San Angelo’s rural designation makes it exempt from local matching requirements for the program, however the city will be liable for any costs in excess of the grant.
Currently, the estimated construction cost is $28,633,852, and the city plans to use water capital funds to make up the shortfall.
If adequate funding is secured, project elements will include:
- Water infrastructure improvements
- Sewer infrastructure improvements
- Drainage improvements
- Curb and gutter improvements
- New ADA-compliant 6-foot sidewalks and ramps
- Bicycle accommodations & pedestrian crossing markings
- Traffic signal improvements
- Road reconstruction
A $39M dollar project by TxDOT to widen Old Christoval Road to five lanes between South Chadbourne Street to Loop 306 began in August of 2023 and is nearing completion.
The council meeting will begin at 8:30 a.m. Tuesday, Sept. 1 at McNease Convention Center, 501 Rio Concho Drive.
