Council Approves Land Swaps and Acquisition

CITY OF SAN ANGELO

The San Angelo City Council approved a pair of motions that will change up the property rolls a little, as they trade parcels with Howard College for room to build a new law enforcement training center near Smith and McGill boulevards and, in a separate deal, council also authorized the purchase a parcel adjacent to the McNease Convention Center on Rio Concho Drive.

According to information from the March 17 agenda packet from the City of San Angelo, the land swap with Howard College will be executed pursuant to Texas Local Government Code Section 272.001(j), and involves a 20.07-acre property located at 3501 North U.S. Highway 67, which the city has been leasing to the college, in exchange for three parcels owned by Howard College that total 20.049 acres where Smith Boulevard intersects with 2918 and 3014 McGill Blvd.

According to a report from city staff, the deal will nullify the long term lease between the college and the city, while offering San Angelo a place to develop a “collaborative regional public safety training facility.”

The item was recommended by staff and Police Chief Travis Griffith.

According to planners, the proposed facility is intended to serve participating law enforcement agencies and emergency management organizations with facilities including classrooms, and to establish a new Emergency Operations Center to serve the city and county, and act as a designated backup emergency operations center for Goodfellow Air Force Base.

The other land deal approved by council involves purchase of the parcel located at 601 Rio Concho Drive from Judith E Home Living Trust for a price with closing costs not to exceed $150,000, and authorizing the city manager to negotiate and execute all related documents.

The parcel is located directly across Surber Drive from the McNease Convention Center at 501 Rio Concho Drive.
