OBITUARY

Warner Phillips of San Angelo, passed away on November 25, 2025, at 87.

Born on January 4, 1938, in San Angelo, Texas, to George W. Phillips and Olga Key Phillips; he graduated from San Angelo High School in 1956 and attended San Angelo Junior College for one year before enrolling at Texas Tech University. While at Texas Tech, he met Janet Bowlin of Fort Worth. They married on June 2, 1961, in Fort Worth.

In September 1961, Warner was called into active duty with the Texas National Guard, 49th Armored Division, and served at Fort Polk, Louisiana.

During his service, he attended Officer Candidate School at Fort Sill, Oklahoma, and upon graduation was commissioned as an officer in the U.S. Army Reserves. He was honorably released from active duty in August 1962.

Warner worked in the construction industry in Texas and Oklahoma until 1973, when he established his own construction business in Florida, and later in Alabama. In 1978, Warner and Janet returned to Texas, where he purchased the J.P. Bowlin Company from Janet’s father. The company specialized in scale services with offices in Fort Worth and Houston. Warner sold the business in 1998 but continued to operate it for the new owner.

In 1991, Warner and Janet built their retirement home on Lake Livingston in Polk County, Texas. Warner officially retired in December 2003, and together they spent as much time traveling as possible.

In March 2006, they moved from Lake Livingston to the Rio Concho West Retirement Community in San Angelo.

Warner and Janet have one daughter, DeAnn Elizabeth Phillips, who resides in California.

Warner was an active member of the First Presbyterian Church of San Angelo, where he served as an Elder and on the Stewardship Committee. He was also a proud third-generation Mason.

He was preceded in death by his parents, George W. and Olga Key Phillips of Fort Worth, and his sister, Phyllis Jackson of Dublin, Texas.

He is survived by his devoted wife of many years, Janet Bowlin Phillips; his daughter, DeAnn Elizabeth Phillips; his sisters Judy Braun and husband Pete of Lubbock, and Jan Reed and husband Jack of Midland; as well as numerous nieces and nephews.

A memorial service will be held on Friday, December 5, 2025, 2 p.m. at the First Presbyterian Church in San Angelo.

In lieu of flowers, donations may be made to the First Presbyterian Church of San Angelo.
