The San Angelo City Council will meet Tuesday with an agenda that includes recognition of former Mayor Brenda Gunter, proposed improvements at the city’s airport, and a vote on whether to launch a long-awaited compensation study for city employees.
Rep. Darby to Present Resolution Honoring Former Mayor
A formal recognition of Brenda Gunter, who stepped down as mayor following the May 2025 municipal election, will be conducted at the meeting.
Rep. Drew Darby is expected to present an official resolution from the Texas House of Representatives honoring Gunter for her years of public service.
According to the resolution, the 89th Texas Legislature extends “sincere best wishes for the future” to Gunter and acknowledges her contributions as mayor of San Angelo. An official copy of the resolution will be prepared for Gunter as a symbol of appreciation and respect from the state legislature.
Council to Weigh Airport Terminal Lease Agreement
Also on the agenda is consideration of a lease agreement with Tik Toc Coffee Co. for the concessionaire space inside the San Angelo Regional Airport terminal.
The 669-square-foot space was previously operated by Mathis Grill, LLC, and has remained vacant for an extended period.
Tik Toc Coffee Co. responded to an informal request for proposals and submitted a competitive plan to operate a deli offering breakfast and lunch, in addition to specialty coffee drinks.
The proposal also includes the operation of a small commissary, which would provide travelers with essential items such as phone chargers, over-the-counter medications, snacks, and other convenience goods.
Under the proposed terms, Tik Toc Coffee Co. would enter into a 5-year lease, paying either a monthly rate of $300 or 5 percent of gross revenues—whichever is greater.

$1.3 Million Airfield Maintenance Contract Up for Approval
Council members will also consider awarding a contract to American Road Maintenance for the city’s annual Airfield Pavement Preservation Project, part of its Federal Aviation Administration (FAA) Airport Improvement Program (Grant 50). The project is expected to cost $1,349,005 and includes rubber removal, crack sealing, seal coating, and the repainting of airfield markings on taxiways and runways.
American Road Maintenance submitted the lowest bid at $1,069,350. Additional costs include $274,655 for design and construction management services provided by Jviation/Woolpert, and $5,000 allocated for an independent fee estimate, bringing the total project cost to over $1.3 million.
Compensation and Classification Study Proposed for City Workforce
In a move aimed at modernizing the city’s pay structure and improving workforce management, the council will also consider a professional services contract with Public Sector Personnel Consultants, Inc. to fund a compensation and classification study, which city officials say is long overdue.
The last study was completed in 2007.
According to the information from the city, the study is intended to address internal pay disparities, update job descriptions to better define responsibilities and qualifications, and benchmark current compensation levels against comparable municipalities.
The findings are expected to provide data that will assist city leadership in making informed decisions related to budgeting and human resources strategy.
Funding for the study would come from existing operating fund balances.
The San Angelo City Council will hold a regular meeting at 8:30 a.m. Tuesday at the McNease Convention Center South Meeting Room, 501 Rio Concho Drive. The meeting is open to the public.
