The San Angelo City Council on July 1 approved a $150,000 employee pay study, a $130,000 water main purchase for future development, and new agreements for airport concessions and runway maintenance.
Classification and Compensation Study Approved
The study’s contract, not to exceed $150,000, will be funded from operating fund balances. Human Resources Director Veronica Sanchez presented the item, noting the last study conducted for the City of San Angelo was in 2007.
According to Sanchez, the study will identify and correct internal pay disparities and ensure employees are paid equitably for similar jobs.
It will also serve to clarify job responsibilities, expectations, and required qualifications through updated job descriptions; benchmark compensation against industry standards to attract and retain top talent; and provide leadership with reliable data to make strategic HR and budgeting decisions.
Sanchez said the study is expected to take approximately five months, and will include departments such as police, fire, and public works.
City to Fund Water Main Extension on Twin Mountain Drive
The council also approved a resolution allowing the city to purchase materials for a 16-inch water main extension on Twin Mountain Drive to support long-term infrastructure needs in southwest San Angelo. The request was made by Vista Del Sol Ventures LLC, which is developing the Baker Ranch 7 and Homestead 2 subdivisions.
While the developer is typically required to pay for infrastructure up to the city’s standard pipe size of 8 inches, this request asked the city to cover the entire cost of the 16-inch pipe and fittings—approximately $130,000. The city would normally be responsible for only about $39,000, meaning this decision will incur an additional $91,000 in costs.
Public Works Executive Director Shane Kelton explained the rationale behind the city’s financial commitment.
“The 16-inch water main that cuts through Twin Mountain Drive is not necessary to serve either one of those subdivisions,” Kelton said. “Ruth Lane and Margaret Lane have two 8-inch mains that will serve those homes.”
He added that the larger pipe is part of a broader city initiative. “The 16-inch water main is a request by the city for water transmission as we move and grow to the south and southwest of the city. We’re going to take that main all the way over to Highway 67… so at some point in time, it’s going to create a loop, and actually act more as a transmission than a distribution system within a subdivision itself.”
The motion passed unanimously. Funding will come from Fund 512, the Capital Water Supply Fund.
Tik Toc Coffee Co. to Operate at San Angelo Regional Airport
Council members also approved a lease agreement with Tik Toc Coffee Co. to operate a food and beverage concession inside the San Angelo Regional Airport terminal. The 669-square-foot space has been vacant since the departure of Mathis Grill, LLC.
Tik Toc Coffee Co. responded to an informal request for proposals and submitted a plan to offer breakfast and lunch items, as well as specialty coffee drinks. Their proposal also includes a small commissary offering essentials such as over-the-counter medications, snacks, and travel accessories.
Under the lease terms, Tik Toc will pay $300 per month or 5 percent of gross revenues—whichever is greater—under a five-year lease agreement. The motion passed unanimously.
Airfield Maintenance Contract Awarded
The council also approved a $1.3 million contract for airfield maintenance as part of its annual Pavement Preservation Project at the regional airport. The project, funded through the Federal Aviation Administration’s Airport Improvement Program (Grant 50), includes rubber removal, crack sealing, seal coating, and repainting of airfield markings.
American Road Maintenance submitted the lowest base bid at $1,069,350. Additional costs include $274,655 for design and construction management services by Jviation/Woolpert, and $5,000 for an independent fee estimate. The total project cost will be $1,349,005.
The motion passed unanimously.
