The San Angelo City Council will meet, Tuesday, Nov. 4 to discuss several items, including, proposed pay increases for police officers, updates to the city’s long-term growth plan, and continued funding for local crisis response programs.
Police Officers’ Meet and Confer Agreement
Among the most notable topics to be discussed is a proposed Meet and Confer agreement between the city and the San Angelo Police Officers Coalition, which outlines employment terms for police officers through September 2026.
The new agreement includes a 5-percent pay increase, more flexibility for handling disciplinary matters, the addition of two deputy-chief positions, and updates to overtime and sick leave policies.
A related budget amendment will also be considered to support these pay plan adjustments.
Comprehensive Plan Update
Council members will also review a proposal to update the City of San Angelo Comprehensive Plan, which guides local development and infrastructure investment. The current plan, adopted in 2003, has not undergone a full revision in more than 20 years.
According to agenda information, the update will focus on economic development, housing, land use, and connectivity, with fiscal responsibility and community input serving as guiding principles.
Funding for the effort was approved in the FY24/25 budget, and the city has also applied for a Resilient Communities Program grant through the Texas General Land Office.
Interlocal Agreements with County
Two items on the agenda involve mental health and crisis intervention services in partnership with Tom Green County. The council will consider renewing interlocal agreements that provide continued funding for the Crisis Intervention Unit and Mental Health Unit, which respond to crisis calls involving victims, mentally ill individuals, or suicidal subjects.
Under the proposals, the city would contribute $46,871 for crisis intervention services and $174,419 for mental health response, both budgeted in the Police Department’s FY 2026 funds.
Sale of City-Owned Properties
Also up for consideration are bids on three city-owned lots that were struck off in a July 2025 tax sale. The properties—located at 209 W. 9th St., 506 N. Browning St., and 201 W. 20th St.—received bids of $5,600, $7,500, and $20,050 respectively.
If approved, the mayor will be authorized to execute quit-claim deeds for the sales.
