$41.6M Coliseum Bond Plans on Council Agenda

The City Council will hear a presentation Tuesday on the financing plan for the $41.6 million bond approved by voters in May to renovate the San Angelo Coliseum.

The financing paves the way for major upgrades to the aging venue, located at 50 E. 43rd St.

Planned improvements include doubling seating capacity to approximately 10,000, constructing VIP boxes, remodeling restrooms, and adding a food court.

The project also includes money for enhancements to the fairgrounds, land acquisition, and supporting infrastructure.

Specialized Public Finance, Inc. will outline the next steps in the bond issuance process, including coordination with credit-rating agencies, a competitive sale of the bonds, and the final awarding of the bond package.

A call with rating agencies S&P and Fitch is scheduled for the week of June 9, with official ratings expected by July 7.

The city will receive bids for the bonds on July 14 and is expected to formally award the bonds during its July 15 council meeting.

The proceeds, totaling $41,660,000, are scheduled to be delivered on August 14, and deposited into the capital-project fund for construction.

Lake Nasworthy Wastewater System Improvements

The council will review a proposed change order for the Lake Nasworthy Wastewater System Improvements Project, allocating an additional $109,406.64 from project contingency funds.

This project aims to replace the existing, outdated sewer infrastructure with a more robust system capable of handling up to 2.5 million gallons of wastewater per day, up from the current 500,000 gallons.

The improvements are expected to enhance service reliability and support future development around Lake Nasworthy and the San Angelo Regional Airport.

Community Accessibility Project Moves Forward with Design Contract

The council will consider awarding a contract for design services for the Community Accessibility and Connectivity Project, a multi-phase initiative aimed at creating a pedestrian and bicycle loop connecting neighborhoods, parks, and other key areas throughout San Angelo.

Kimley-Horn, Inc., the top-ranked firm in the city’s Request for Qualifications process, is being recommended for the contract, which will not exceed $2,529,400.

Phase 1 of the project will be fully implemented by the City of San Angelo, while Phase 2 will be designed by the city and then constructed, inspected, and managed by the Texas Department of Transportation (TxDOT). The design scope includes engineering, surveying, and related services to support the loop’s development.

The project is being partially funded through a grant awarded by TxDOT’s Transportation Alternatives Set Aside Program.

According to the city, San Angelo is responsible for 20 percent of $1,345,000 in eligible costs (approximately $269,000), and 100 percent of any overages, up to $1,184,400, for a total city contribution not to exceed $1,453,400.

Opioid Settlement Funds to Support Local Treatment Program

Council members will also consider entering into an agreement with the Alcohol and Drug Awareness Center of the Concho Valley to administer opioid settlement funds received by the City of San Angelo.

The proposed agreement would allocate $30,000 from the city’s current settlement funds to continue supporting a program that provides opioid screening, assessment, abuse prevention, and treatment services to local residents.

To date, San Angelo has received $328,267 as part of broader nationwide settlements with opioid manufacturers, distributors, and pharmacies, including Johnson & Johnson, Teva, CVS, Walgreens, and others.

These settlements are part of a nearly $50 billion national agreement aimed at addressing the opioid crisis. Texas’s share of the settlement is close to $3 billion, governed by the Texas Opioid Abatement Fund Council and allocated to cities and counties under a statewide term sheet.

Previously, $268,267 of San Angelo’s total funding was distributed to the Police and Fire departments to offset opioid-related response costs.

The remaining funds are being directed toward public health initiatives such as the treatment partnership with the Alcohol and Drug Awareness Center. Under the proposed agreement, the center would continue operating and expanding its opioid recovery services throughout the city.
