The Texas Leadership Public Schools (TLPS) Board of Directors met last Thursday March 27, 2025 for its monthly meeting at TLPS administration building located at 3522 W Loop 306 in San Angelo.
TLPS is the district organization that includes the local charter school, Texas Leadership Christian Academy (TLCA). It also includes charter school campuses in Midland, Abilene, and Arlington, Texas.
These meetings are subject to the Texas Open Meetings Act and are open to the public.
The Board consists of Dr. Walt Landers (also CEO), Tommy Olive, Charity Vasquez, Bobby Ynostrosa and Bruce Binkley.
Finance Director Lindsey McGuire reported that total investments for TLPS as of the end of February are $8,319,652.93. This represents around 75 days operating costs for TLPS. The state requires a charter school maintain 45 days worth of operating revenue. Standard & Poor’s prefers 100 days in order for TLPS to be eligible for the most favorable debt financing.
The Board adopted its new calendar for the 2025-2026 school year. School will start next year at 8:00 a.m. and end at 3:30 p.m. There will also be an early release at 2:15 p.m. on Fridays.
TLPS also certified its curriculum choices as required by the state. While SAISD adopted the controversial Bluebonnet Learning for elementary, TLPS has not. This next year they will be using SAAVAS for the reading the language arts component. TLPS has adopted Bluebonnet Learning for the math component.
Dan Dukes, Chief Academic Officer reported to the Board that 12 teachers at TLPS have been approved by TEA to receive a Teacher Incentive Allotment award.
This is a relatively new program where teachers can receive a bonus payment for improved student performance. The award amount is $15,000, but individual awards can go up and down depending on where the school is located and the growth in scores.
Finance Director Lindsey McGuire stated that this May approximately $158,000 in awards will be made to TLPS teachers. Those teachers will receive the same amount in May every year for the next five years.
