SAISD Will Not Disclose TASB Updates Before Vote

The San Angelo Independent School District has declined to disclose details of a policy update from the Texas Association of School Boards (TASB) before they vote on the item at next week’s regularly scheduled board meeting.

The TASB issues policy updates regularly to reflect changes required by law.

To provide a complete news report on the changes, which are required by law to be publicly available, the Concho Observer requested a copy of the actual TASB update, or a document similar to this one published by Brownwood ISD that summarizes the changes.

A short email exchange produced the following communication from SAISD:

“[We are] happy to share TASB Policy 126 once it is voted on and approved by the Board of Trustees. Since that particular policy is still under consideration, it remains in draft form. Once the Board has taken action and it is finalized, it will be publicly available.”

During discussions on Monday, trustees talked about a few of the adjustments that would be made, such as minor changes to voting procedure, determination of school holidays, and a few other referenced changes. 

There also seem to be many other updates that could be news-worthy items. 

According to TASB, in a news update titled “HR-Related Policies in Policy Update 126” published in August:

“Several HR-related legal policies are impacted by bills passed in the regular session and will be included in this update. Following is a list of topics and corresponding policy codes that will be addressed: 

  • Requirements for reporting employee misconduct
  • Reduced deadline for reporting child abuse
  • Expanded list of employees and service providers required to complete pre-employment affidavits
  • Restrictions on administrators’ outside employment
  • Reduced vacancy posting timeline for certified positions
  • TRS surcharges and ability to pass costs to rehired retirees
  • Teacher retention allotment requirements
  • Teacher choice to not use paid leave during FML for pregnancy or birth or adoption
  • Employee right to pray during work hours 
  • Updated grievance processes.
