House Joint Resolution 31

Webb, Stokes & Sparks Personal Injury Law

Proposing an amendment to the Constitution of the United States to prohibit persons who are not citizens, nationals, or lawful permanent residents of the United States from voting in elections

FACT CHECK: Noncitizens have been barred from voting in federal elections since 1924. In 1996, Congress made noncitizen-voting in federal elections a crime punishable by fines and imprisonment.

Sent to Judiciary Committee on March 31.

House Joint Resolution 35

Providing for disapproval under 5 U.S. Code Ch. 8, relating to “Waste Emissions Charge for Petroleum and Natural Gas Systems: Procedures for Facilitating Compliance, Including Netting and Exemptions.”

This voids the EPA’s final rule on methane waste emissions, which it issued pursuant to section 60113 of the Inflation Reduction Act (IRA). Nov. 18, 2024, which required EPA to assess a charge on methane emissions from the oil and gas sector, targeting large emitters who exceed intensity levels set by Congress.

A Bill to Repeal the Natural Gas Tax

Would completely repeal Section 136 of the Clean Air Act, pertaining to methane emissions and a waste-reduction incentive program for oil-and-gas systems. Specifically cancels any unobligated funds previously allocated.

Sent to Committee on Energy and Commerce on Jan. 9.

House Resolution 529

RACE Act (Restoring American Confidence in Elections) Act

A Bill to amend the Help America Vote Act of 2002 to establish deadlines for States to count the ballots cast in elections for Federal office by 10 p.m. on election day, and certify final results within 48 hours of the election.

Sent to Committee on House Administration Jan. 16.

House Resolution 530

ACES Act

Would direct the Secretary of Veterans Affairs to commission a comprehensive study by the National Academies of Sciences, Engineering, and Medicine focused on cancer prevalence and mortality among military aircrew members.

The study will identify potential exposures associated with military aviation occupations, including chemicals, compounds, and other phenomena that might impact health.

House Resolution 631

PARTS (Protecting Americans’ Right To Silence) Act of 2025

Amends Section 921 of 18 US Code to modify the legal definitions of “firearm silencer” and “firearm muffler” in federal law, expanding definitions to include any device designed to reduce the sound of a portable firearm, encompassing both complete silencing devices and individual components of sound-reduction systems.

Sent to Judiciary Committee on Jan. 22.

No Foreign Persons Administering Our Elections Act

Bill to prohibit hiring of individuals who are not citizens of the United States to administer an election for federal office in a state or local jurisdiction.

House Resolution 883

Counter SNIPER (Subversion and Negligence in Protecting Election Runners) Act

Would require Secretary of Homeland Security to provide a written explanation to presidential and vice-presidential candidates within 14 days if their request for protective detail or increased protection is denied, specifying the exact criteria they failed to meet. Would also require Senate confirmation of the director of the United States Secret Service.

Sent to Judiciary Committee on Jan. 31.

House Resolution 884

Bill would prohibit individuals who are not citizens of the United States from voting in elections in the District of Columbia and repeal the Local Resident Voting Rights Amendment Act of 2022, which allowed non-citizen residents of Washington, D.C. to vote in local elections.

Countering Online Radicalization and Terrorism Act

Would require Secretary of Homeland Security to conduct annual assessments on terrorism threats to the United States posed by terrorist organizations. utilizing foreign cloud-based mobile or desktop messaging applications

Bill specifically identifies several messaging applications of concern, including those owned by ByteDance, Telegram, WeChat, and others.

Sent to Subcommittee on Counterterrorism and Intelligence on Feb. 11.

House Resolution 1343

Federal Broadband Deployment Tracking Act

Would require Assistant Secretary of Commerce for Communications and Information to submit to Congress a plan to track acceptance, processing, and disposal of certain Form 299s, for communications facilities on public lands and National Forest System lands.

The legislation seeks to reduce bureaucratic delays and provide clearer guidance for companies seeking to deploy broadband and communication infrastructure in public and forest lands.

(Federal lands in Texas equal 1.7 percent of the state.)

House Resolution 1735

EARLY (Early Action and Responsiveness Lifts Youth) Minds Act

Amends Title XIX of the Public Health Service Act to provide for prevention and early intervention services under the Block Grants for Community Mental Health Services program to enhance mental health prevention and early intervention services for children and adolescents.

The bill allows states to include evidence-based prevention and early intervention strategies in their state mental health plans, focusing on preventing, delaying, or reducing the severity of mental illness and behavioral problems.

Has bipartisan support.

House Resolution 1949

Unlocking our Domestic LNG Potential Act of 2025

Repeals restrictions on the export and import of natural gas.

Would give Federal Energy Regulatory Commission (FERC) exclusive authority to approve or deny applications for LNG export and import facilities, and mandate that such exports and imports be automatically considered “consistent with the public interest.”

Bill would make LNG export and import easier, and maintain mechanisms for president to block transactions with specific countries deemed a national security risk.

Sent to Energy and Commerce Committee March 6.

House Resolution 2158

Countering Transnational Repression Act of 2025

Bill would amend Homeland Security Act of 2002 to authorize dedicated transnational repression working group within the Department of Homeland Security to address growing threats from foreign governments targeting individuals in the United States and abroad.

House Committee on Homeland Security hearing was at 10 a.m. April 9.

House Resolution 2272

FAFSA (Freeze Aid For Student Assaulters) Act of 2025

Bill would make certain individuals ineligible to receive any Federal financial aid under Title IV of the Higher Education Act of 1965.

Would disqualify students who have been convicted of criminal offenses involving assault against police or rioting-related crimes from receiving grants, loans, or work assistance.

For students already receiving federal grants at the time of their conviction, those grants would be converted into Federal Direct Unsubsidized Stafford Loans that must be repaid with interest, starting from the original grant award date.

Sent to Education and Workforce Committee on March 21.

House Resolution 2574

No Iranian Energy Act

Bill would provide for imposition of sanctions on the importation of natural gas from Iran by the Government of Iraq.

Legislation modifies the Iran Freedom and Counter-Proliferation Act of 2021 to broaden the applicability of sanctions to include the sale, supply, or transfer of natural gas to or from Iran.

Sent to Committee on Foreign Affairs, and Financial Services, Ways and Means, Oversight and Government Reform, and the Judiciary for consideration on April 1.

House Resolution 2575

Bill to provide for the rescission of certain waivers and licenses relating to Iran, focusing on a transfer of funds from the Republic of Korea to Qatar.

Bill rescinds waiver exercised under the National Defense Authorization Act, invalidates any general or specific licenses issued by the Office of Foreign Assets Control (OFAC) at Treasury directly or indirectly related to these funds, and prohibits the president from reissuing any similar waivers or licenses, or allowing the Iranian government or Iranian persons to access certain financial accounts established under previous legislation.

Sent to Committee on Financial Services, Ways and Means, Oversight and Government Reform for consideration on April 1.
