Commissioners Approve Plats, Software Contract

Tom Green County Commissioners approved final plats for a pair of new subdivisions in Precinct 1 during their regular meeting on Tuesday January 28, 2025.

The first development up for discussion was County Corner Estates, a project of Compadre Capital, LLC, which is based in Miles, represented by Justin Dunlap.

Pct. 1 Commissioner Ralph Hoelscher said the plat looked good to him, but inquired about water supply for the project, and was informed that an arrangement had been made for water from the Millersview-Doole Water Supply Corp.

According to information from the county, Compadre Capital currently owns just shy of 105 acres on the east side of Farm-to-Market Road 1692, situated a little south of Miles.

The other plat approved by the court was the Gonzalez Subdivision Section One, and Salvador Gonzalez told commissioners he will be getting water from Millersview-Doole as well.

Software contract approved

Commissioners authorized using Sourcewell cooperative contract 060624-TTI for software as a service agreement with Tyler Technologies in the amount of $655,969 for the first year.

Asst. County Attorney Sandy Rothband spoke briefly about some complicated aspects of the contract.

“This is the largest contract we’ve been asked to review,” Rothband said. “The county attorney has no objection, after a lot of back-and-forth, as to the approval of this.

“What we are dealing with — I just want to point out — is three entities: ourselves; Sourcewell — a Minnesota co-op, which allows us some benefits in getting services and products; and, of course, Tyler (Technologies).

“Those issues that bothered somebody like me; of funding, venue, liability and force majeure, were all resolved to the satisfaction of the County Attorney, but I do want to point out that there is a threat throughout these documents, and that threat is called “industry standards.”

“I have no idea what industry standards are, and I can’t find anyone who can tell me what they are. But they are going to govern some of the relationship that we have with Tyler.

“At some point, you’ve got to say: This is an endeavor involving stuff above my (level of) knowledge, and I think we are in the good hands of our IT department, and we’re just going to have to see where this goes.

“You are also agreeing, whether you know it or not, to a dispute resolution process that involves notice, non-binding mediation, and then — if we have to — we can go to court.

“Therefore, the fact that the rules that we govern under will be those of Texas, had to be straightened out, and it was.

“These are complicated documents: there are a lot of words there, and they also allude to documents that you do not have in front of you. But my overarching concept is; if you’re looking for perfection, you’re on the wrong rock.”

In other business:

The court accepted a donation of $1,862 worth of Shortel IP 480 eight-line telephones from Zesch & Pickett Insurance, and an Edward Byrne Memorial Justice Assistance Grant from the City of San Angelo, per the interlocal agreement, in the amount of $6,907.

According to information from the US government, the Byrne Memorial grant is named in honor of New York City police officer Edward Byrne, who was killed in the line of duty protecting a witness who agreed to testify against drug dealers. In Fiscal Year 2019, $263.8 million in funding was made available by program.

Commissioners again took no action on the burn ban, which currently is lifted,
