San Angelo City Council voted 7-0 to award the 2025 Seal Coat Project to Clark Construction of Texas, Inc. on Tuesday at their bi-weekly City Council Meeting. In doing so, the city also entered into an interlocal agreement with Tom Green county to help fund part of the project.
Clark Construction of Texas, Inc. submitted the lowest bid of the three contractor companies, and by more than $1 million less than the other two bids. $6,635,697.39 will be awarded to Clark Construction for the project.
“Clark Construction gave us a very favorable bid, we verified all their materials and all of their sources, as well as their references,” Director of Operations Patrick Frerich said. “We’re confident that they’ll do a good job for us.”
The city also approved an interlocal agreement with Tom Green County to fund the project, and amend the budget. The county’s portion will be approximately $2.1 million, while the city’s portion will be approximately $4.4 million, according to Frerich. He also noted that this will be the fourth year in a row the city has partnered with the county on the Seal Coat Project.
Councilmember Harry Thomas raised concerns with Clark Construction’s price point in their bid, citing the fact the bid was over $1 million less than the next closest bid. Frerich responded by stating Clark’s construction has previously worked with TXDOT and other municipalities who gave good reviews, and noted that they are using CSA Materials for their rock. Frerich saw no reason to doubt Clark Construction’s quality of work for the price point given.
City Council also voted to approve the acceptance of donation of equipment for the San Angelo Police Department from MHMR Services. MHMR put forth a grant with the assistance of West Texas Guidance and Counseling that will provide SAPD with iPads for officers in the field to directly communicate with those who need mental health services and also to communicate directly with MHMR staff. “What we want to do is ensure the individuals in the Concho Valley experiencing crisis have access to wrap-around services to avoid preventable in-patient hospitalization, jail, law enforcement interactions, or use of other restrictive treatment due to mental health crisis,” MHMR CEO Greg Lowe said.
“It’s imperative I think, as a community, that we highlight when nonprofits step up and help us and our public safety measures,” Chief of Police Travis Griffith said.
The City Council also:
- Approved the new policies for artwork donation and loans, as well as the new removal policy for artwork on public city property.
- Approved the purchase of 805 W Ave N .
- Approved the Celebrating Downtown Banner Project, where 40 banners will be hung downtown portraying symbols of San Angelo, designed by Media Advantage.
- Denied the appeal of the decision to block demolition of the building at 231 W. Beauregard, following the Design and Historic Review Commission’s original decision.
- Approved the annexation for 1,205 acres of land into San Angelo City Limits.
