Our analysis of city payment records reveals that the City of San Angelo paid more than $7.5 Million to various non-profit organizations over the last five fiscal years (2020-2024). We did not receive any detail as to what each of the expenditures were for, but some of them can be determined based on the City’s contracts with various organizations
The largest recipient was the San Angelo Chamber of Commerce which received a total of $3,534,695.64. Most of this amount is paid under a contract between the City and the Chamber for providing economic development, marketing and tourism development services.
The next largest recipient was Galilee Community Development in the amount of $1,543,195.88. Galilee works with the city to build and redevelop housing in distressed areas of the city.
Other significant non-profit recipients of city funds were:
- Concho Valley Community Action Agency – $625,150
- Concho Valley Paws – $328,766.61
- Downtown San Angelo Inc. – $409,478.06
- Keep San Angelo Beautiful – $220,000
- San Angelo Cultural Affairs Council – $402,029.80
- San Angelo Museum of Fine Arts – $201,200
Local churches and religious organizations received a total of $68,593.12 during fiscal years 2020-2024. More than half of that, $31,000.20, was paid to First United Methodist Church. This appears to be a regular payment to the Church of $516.67 per month. There is no information about what this payment is for.

It is not clear whether the information provided includes payments under the Hotel Occupancy Tax (HOT) or other funds of the City, such as the Development Corporation, or TIRZ Fund. Based on previous information from the City no non-profit has been awarded a grant from the TIRZ Fund. These are just payments from the City’s check register. It also does not account for any non-monetary support. We have requested additional information on some of the expenditures and will report again when there is more information.
